Hajj 2025: Pakistani Women Require Spousal or Parental Consent for Pilgrimage
The Ministry of Religious Affairs has announced that Pakistani women must obtain permission from their husbands or parents to participate in the annual Hajj in Saudi Arabia without a male guardian (mahram), as per Islamic religious beliefs.women must submit an affidavit for their participation in the ritual to be eligible for mahram, per the CII 2023 decision.
Pakistani women were granted conditional approval to perform Hajj without a mahram by the CII in November 2023.According to the Jafria, Maliki, and Shafi’i schools of thought, the Sharia allows women to carry out Hajj or Umrah without the need for specialized religious institutions, as reported by the Religious Affairs Ministry.The council recognized that women who are permitted to travel alone during the Hajj should not be separated from their trusted wives or mothers, as per the Jafria, Maliki, and Shafi schools of thought.
As can be observed here, the Saudi government has authorized women from various countries to participate in Haj and Umrah without the need for a mahram by 2021.Children are not allowed to participate in the Hajj pilgrimage as per the Saudi government’s instructions outlined in Pakistan’s policy for its HaJj Policy 2025.Exceptional citizens and disabled applicants must be accompanied by an attendant during Hajj, per the statement.
Those prohibited from travelling abroad by any court or appearing on ECL lists cannot continue with their Hajj application.Under the government scheme, a hardship quota of 1000 seats is available to accommodate families with different circumstances, as well as mahrams and attendants for disabled and special people.
Applicants for the hardship quota will be chosen based on guidelines set forth by the ministry.A noteworthy development is that the Saudi government has allocated 179,210 pilgrims to Pakistan for the Hajj celebration, which will be distributed equally between government and private initiatives.
